Franklinton Floodwall
(West Columbus Local Protection Project)

Recent report sent to the Department of Public Utilities, "West Columbus Local Protection Project, Betterment Study for Interior Flood Control, Whims Ditch" available to view here as a pdf document using Adobe Acrobat Reader.

The West Columbus Local Protection Project, better known as the Franklinton Floodwall, began construction in 1993 and is substantially complete. This capital improvement project has been partially funded and coordinated by the Department of Public Utilities, Division of Sewerage and Drainage. The floodwall protects downtown’s west riverbank area and the Franklinton neighborhood from flooding of the Scioto River. Severe flooding events during the past century in the Franklinton area have occurred, threatening or destroying property and lives.  The worst of those was in 1913, when 93 people died.

In the event of a major flooding event along the Scioto River, the wall would serve as a dam to hold back water rising from the river.

  • Flood Zone Designation Information:

Revised Flood Insurance Rate Maps (FIRMs) have been issued by the Federal Emergency Management Agency (FEMA).  FIRMs are used by mortgage and insurance companies to determine whether a property is in a floodplain, and subject to flood insurance requirements.  The maps delineate a "Zone X" that is not subject flood insurance requirements.

Most properties within the 2800-acre project area changed to Zone X; however, there are a few properties in very low lying areas that are still vulnerable to localized flooding.  These areas are designated as Special Flood Hazard Area (SPFA) Zone A (see map here).   The Zone A designation is used for some areas that may be susceptible to flooding that is separate from the Scioto River flood risk or the operation of the floodwall.

If you have received disaster assistance for flood damage or if you receive a loan from a federally regulated lender, you may be required to purchase and maintain a flood insurance policy.  If you have any questions, please call the National Flood Insurance Program at (888) FLOOD-29 for further information.

Inquiries regarding Zone X should be directed to Paul Freedman,  Floodplain Coordinator, Department of Development, (614) 645-0704.

Inquiries regarding floodwall operation should be directed to the Sewer Maintenance Operations Center at (614) 645-7102.

Inquiries on the floodwall construction and design should be directed to (614) 645-6311 or email us.
